Asuta's father who is the Governor of Tokyo and the main antagonist. He has been keeping a close watch on the activities of Zvezda and uses military force to stop them. He is on a quest to annex all of Japan to become part of Tokyo so that he could rule all of Japan. He is quick to resort to military force that he eventually loses the support of the Prime Minister.
