A thief caught and then tortured for information by the Arson Theft Control at beginning of the series. Still loyal to former boss Tanbei of Chigashira, he continues to live by 'the three articles of a true thief' he taught him, even after excommunication at age 19 fifteen years ago. To catch the Tanbei imposter, he becomes a spy for Heizou Hasegawa and Arson Theft Control.
